Senior Estimator - CALTRANS

Job Title: Senior Estimator

Location: Irvine, CA

Salary Rate: $150,000 - $200,000

We are seeking an experienced Senior Estimator with a proven track record estimating and helping secure Caltrans bridge and heavy civil infrastructure projects valued up to and exceeding $50 million. This individual will lead the estimating process from concept through bid submission, develop competitive pricing strategies, analyze project risks, and collaborate with operations teams to position the company for successful project awards.

Key Responsibilities

• Lead the preparation of estimates for Caltrans bridge, highway, and heavy civil projects ranging from $10M to $100M+.
• Review plans, specifications, geotechnical reports, schedules, and contract documents to develop accurate project costs.
• Perform quantity takeoffs for bridge structures, foundations, retaining systems, concrete, steel, earthwork, roadway, and utility scopes.
• Develop detailed labor, equipment, material, subcontractor, and production rate estimates.
• Manage subcontractor and supplier outreach, bid leveling, and scope comparisons.
• Identify project risks, opportunities, and value engineering solutions.
• Prepare bid packages, proposal documentation, and executive bid reviews.
• Collaborate with project management and operations teams to validate pricing, means and methods, and project execution strategies.
• Analyze historical cost data and market trends to improve estimating accuracy and competitiveness.
• Participate in pre-bid meetings, site visits, partner evaluations, and client interactions.
• Support negotiations, budget development, and project handoff after award.

Qualifications

• 10+ years of estimating experience in heavy civil construction.
• Demonstrated success estimating and winning Caltrans bridge projects and transportation infrastructure work.
• Experience leading pursuit efforts on projects valued at $50M+.
• Strong understanding of Caltrans Standard Specifications, bidding procedures, and public works contracting requirements.
• Proficiency with HeavyBid, HCSS, AGTEK, Bluebeam, Primavera, or similar estimating software.
• Knowledge of bridge construction techniques, CIDH piles, drilled shafts, structural concrete, falsework, shoring, and traffic staging.
• Ability to evaluate production rates, construction sequencing, and project risk.
