Advanced Technical Management Solutions (ATMS) is a fast-growing general contracting firm headquartered in Parsippany, NJ, delivering mission-critical infrastructure solutions across multiple states including NJ, NY, VA, MS, TX, MA, PA, and CA. Our project portfolio spans wireless telecommunications infrastructure, data center electrical installations, electric vehicle installations, and federally funded construction projects. As we continue to scale, we are seeking an experienced Human Resources & Contracts Manager to join our leadership team and build the people and compliance infrastructure that supports our continued growth.

POSITION SUMMARY

The Human Resources & Contracts Manager is a senior-level, multi-functional role responsible for the full spectrum of human resources operations and subcontractor contract management across ATMS's growing multi-state footprint. This position partners directly with executive leadership to build and sustain a compliant, high-performance workforce — overseeing everything from talent acquisition and employee relations to prevailing wage compliance and sub-contractor master service agreements. The ideal candidate thrives in a fast-paced construction and infrastructure environment and is comfortable operating both strategically and hands-on.

KEY RESPONSIBILITIES

Human Resources Operations

● Manage the full HR lifecycle across multiple states — including recruitment, onboarding, workforce planning, labor cost management, employee relations, performance management, and policy administration.

● Maintain and periodically review the employee handbook, HR policies, and procedures to ensure alignment with current employment law and company standards.

● Administer employee benefits programs and serve as the primary point of contact for employee inquiries.

● Provide consultation and counsel to employees and managers on a broad range of employee relations matters, including policy interpretation, conflict resolution, case investigation, and exit processes.

Compliance & Regulatory Obligations

● Manage HR compliance across all active states, including payroll tax registration, EEOC reporting, and applicable federal and state labor law requirements.

● Lead HR internal and external audits, 401(k) audits, and related compliance reporting.

● Oversee prevailing wage compliance and certified payroll reporting across multiple states for federally funded projects (Davis-Bacon Act, IIJA-funded programs, and related DOE requirements).

Contracts Management

● Oversee the review, negotiation, and administration of subcontractor agreements across all active markets.

● Ensure proper contractual flow-down of obligations to subcontractors, particularly on federally funded and prevailing wage projects.

● Maintain organized HR contracts, records, documentation, shared drives, and filing systems.

Reporting & Corporate Communications

● Produce HR reporting including labor cost reports across all markets and for HQ, employee demographic reports, and other management-requested reporting.

● Draft and distribute corporate communications related to policy changes, organizational structure updates, and other matters affecting the workforce.

● Maintain accurate, audit-ready HR documentation and internal records.

● Perform other duties as assigned by executive leadership.

REQUIRED QUALIFICATIONS

● Bachelor's Degree or higher in Human Resources, Business Administration, or a related field.

● 10+ years of progressive HR experience, with a minimum of 3 years in HR management or team leadership capacity.

● Demonstrated multi-state HR experience; familiarity with NJ, NY, VA, TX, MA, PA, MS, and/or CA employment law and compliance requirements strongly preferred.

● Experience in contract review and negotiations, preferably within a construction, electrical contracting, or infrastructure environment.

● Working knowledge of payroll platforms and multi-state payroll compliance reporting.

● Prevailing wage experience is required — including Davis-Bacon Act (DBA) compliance, certified payroll workflows (e.g., LCP tracker, WH-347), and multi-state semiannual reporting obligations.

● SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.

● Excellent interpersonal, communication, and organizational skills with a proven ability to manage competing priorities in a fast-paced environment.
