Position Overview

The Division of Behavioral Health and Recovery is seeking to hire a Management Operations Analyst II located in Chicago, Illinois to serve as Systems Business Analyst. Analyzes policies, procedures and local private and public hospital to meet the needs of the patients with mental illness. Utilizes a variety of advanced analytic techniques and methodologies such as econometric modeling, time series analysis, risk analysis, regression, or electronic spreadsheets, analyzes the implementation and on-going programs serving adults with mental illness. Assists the Business Analytics Systems Development Team Lead in designing comprehensive systems.

Essential Functions

Serves as Systems Business Analyst.

Assists the Business Analytics Data Lead in designing comprehensive systems, provides advice and interpretation on the various types of data to be collected, projected use of the data and possible results.

Provides analytical and administrative support for Division information systems and applications, including FDS, FOID, Beacon and related platforms, through process analysis, workflow evaluation, documentation management, and coordination with program and technical staff.

Plans and develops presentations to Division staff, community providers and other agency staff on findings and recommendations which includes preparation and presentation of complex technical reports, charts, graphs, and other visual aids to describe the project status results and/or needed action.

Analyzes information derived from program, operational, and systems evaluations conducted within the Division to assess program effectiveness, identify operational trends, and support organizational objectives.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research.

Requires three (3) years progressively responsible professional experience in management operations analysis.

Preferred Qualifications

Three (3) years of professional experience working with project management principles, methodologies and coordination practices for a public or private organization.

Three (3) years of professional experience assisting with project planning, implementation activities, process improvement initiatives for a public or private organization.

Three (3) years of professional experience working with databases such as Structured Query Language (SQL) to perform basic data queries, review and validate information, support reporting activities and assist with operational and systems analysis.

Three (3) years of professional experience analyzing business processes, identifying operational inefficiencies, documenting workflow requirements and supporting process improvement initiatives for a public or private organization.

Three (3) years of professional experience collaborating with multidisciplinary teams, facilitating discussions related to operational needs and communicating technical or procedural information to non-technical audiences.

Three (3) years of professional experience preparing, organizing, and maintaining business, procedural, or systems documentation, including requirements gathering, workflow documentation, user guides, or process narratives.

Work Hours: Monday - Friday, 8:30am - 5:00pm; 1-hour unpaid lunch
