Network Engineer – SME
Location: Joint Base Pearl Harbor, HI - Hickham, HI (Onsite)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work related)
Salary Range: $162 - $180K
Outcomes
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
- Master position tasks within 60 days and exceed requirements within 90 days.
- Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
- Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities
The Network Engineer SME supports Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO) onsite at Pearl Harbor – Hickham AFB with Circuit Management (COMSEC) support. Primarily, the Network Engineer SME provides expert field COMSEC operations support, network equipment troubleshooting, and site survey and infrastructure coordination with expert advice and recommendations.
Per PWS section 1.3.4.6 Circuit Management (COMSEC Support) and section 1.3.8.2.2 Network Implementation, responsibilities include but are not limited to:
- Provide technical support and recommendations on network solutions to support the extension of capabilities primarily in support of INDOPACOM.
- Coordinate with Tier 2/3 levels of support to complete touch maintenance, operations, and sustainment on MPE systems.
- Provide expert advice, recommendation, assistance, and coordination with Tier 3 Engineers to troubleshoot/restore outages.
- Coordinate with local organizations/units to resolve MPE-related issues.
- Provide property management support (accountability and disposition) as a property custodian in accordance with DoDI 5000.64_DAFI 23-111 and as directed by Government Property Lead.
- May serve as the Contractor Task Team Lead (Hawaii) in support of the Contractor Task Lead.
Qualifications
The candidate must have the following qualifications:
- Minimum of fifteen (15) years of related work experience.
- Minimum of ten (10) specific work-related experience in support of a DoW component.
- At least four (4) years of experience working with the Joint Staff, Combatant Commands, NATO, or comparable multinational defense organizations.
- Experience designing, testing, implementing, and sustaining complex information‑sharing network solutions.
- Ability to work independently and as part of a virtual, long-distance team.
The Following Qualifications Are Desired
- Five (5+) years of experience with COMSEC and related systems, systems administration, property management, asset management, and equipment sanitization. (desired).
- Experience working with Combatant Commands (desired).
- Knowledgeable and skilled in applying Generative AI (desired).
- Experience supporting Mission Partner Environment (MPE) networks combined/coalition architectures, and multi‑national information‑sharing constructs (desired) as a trusted SME (desired).
Certifications (Desired)
- IAM Level II certification (i.e. CAP, CASP+CE. CISM, CISSP, GSLC, or CCISO) (desired).
- CompTIA Network+ (desired).
- CompTIA Security+ (desired).
Travel: Local travel and/or occasional long-distance travel may be required, <10%.
