About Fare Enforcement

The System Safety & Security division oversees VTA's safety and transit system security and law enforcement functions.

Definition Under general supervision, Fare Inspectors assure customer compliance with VTA's Fare policy, rules, and regulations.

Classification Bargaining Unit: ATU

Essential Job Functions

Job Responsibilities:

  • Inspects passengers' proof of payment for validity and identifies altered fare media;
  • Determines appropriate response to passengers on board VTA Light Rail without proof of payment;
  • Issues written warnings and citations as authorized;
  • Provides assistance and information to the public;
  • Reports observations of unusual occurrences, and safety and security incidents, effectively and efficiently using radio communication and/or electronic equipment;
  • Performs passenger counts and records passenger data as required;
  • Assures the safety of passengers and, in event of an emergency, provides assistance to passengers, members of the public, and VTA employees;
  • Educates passengers about VTA fare media and assists passengers with ticket vending machines when needed;
  • Maintains and submits records and reports of activities, observations of unusual occurrences, and safety and security incidents as required;
  • Testifies in court as necessary;
  • Encourages fare compliance by providing a highly visible presence;
  • May provide emergency assistance to Light Rail Operators and OCC upon request;
  • Identifies and reports safety hazards;
  • Performs related work as required.

Minimum Qualifications

Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to completion of the twelfth grade, and some full-time work experience involving extensive public contact. A minimum of two years of employment with VTA is highly desirable.

Applicants who have successfully completed VTA's Light Rail Operator training will be given preference for Fare Inspector positions.

Special Requirements

  • Possession of a valid California Driver's license;
  • Ability to obtain an adult First Aid and CPR certificate;
  • Willingness to work weekends, holidays, and odd and unusual hours;
  • Ability to take and pass a background evaluation;
  • Ability to take and pass a medical examination, including drug and alcohol screening and testing.

TESTING AND RESCHEDULING

Test date notifications will be sent via email. Employees are expected to make appropriate accommodations to attend scheduled test sessions i.e. completing a Blue Form from Timekeeper, and requesting to reschedule 3 days before the test date.

Personnel Policy & Procedure 4.7.3 Candidates May Request To Take a Late Test For The Following Reasons Only. The Basis For The Request Shall Be Substantiated, And Must Be Received By Recruitment Staff As Follows

  • Requests based on religious holiday or belief shall include a letter from the candidate's religious leader and must be received at least three (3) business days prior to the examination session date.
  • Requests based on jury duty shall include the jury duty document and must be received at least three (3) business days prior to the examination session date.
  • Requests based on a candidate's illness shall include a doctor's certification and must be received no later than two (2) business days after the scheduled examination session date.
  • Requests based on VTA business necessity shall include a request from the candidate's department head and must be received no later than two (2) business days after the examination session date.
  • Requests based on the death of an immediate family member shall include proof of the death and must be received no later than three (3) business days after the date of the examination session date.
  • Requests based on military commitment shall include a letter from the candidates commanding officer, or designee, and must be received no later than three (3) business days after the examination session date.
  • Requests based on reasons other than the above (including having made a substantial financial commitment to a vacation) shall not be approved.
  • Candidates' requests to take a late test will be reviewed by the Human Resource Analyst for compliance with the criteria listed above. The selection process shall not be stayed for candidates who are taking a late test.

Candidates who do not pass the examination may reapply forty-five (45) calendar days after the initial written examination. If the candidate does not pass the second time, the candidate may reapply ninety (90) calendar days after the second examination. If the candidate does not pass the third time, the candidate may not reapply until a new recruitment is opened. The waiting period for all performance testing is six (6) months.

ATU employees hired on or after January 1, 2016 contribute one-half of the "normal cost" toward the required employee contribution to the Santa Clara Valley Transportation Authority-Amalgamated Transit Union (SCVTA-ATU), Local 265 Pension Plan effective 01/01/16 (1/8/16 pay date).

Social Security taxes will be deducted from each employee's bi-weekly salary.

As a condition of employment, each employee in this class must sign a payroll deduction authorization form providing for deduction of ATU union membership dues.
